Teodor-Viorel Meleșcanu

Teodor Meleșcanu was appointed Minister of Foreign Affairs of Romania on January 4th 2017. This is his third term in office, having previously held this position between 1992 and 1996, and in November 2014. He holds the diplomatic rank of ambassador since 1996.
Minister Meleșcanu has an extensive political and administrative experience. He was a three times senator for Prahova constituency in the Romanian Parliament, re-elected in 2016, and has held numerous high-level positions in the Romanian Administration. His broad foreign affairs experience also extends to national security matters. He served as minister of defence, between 2007 and 2008, and as State Advisor on defence and security matters to the Prime Minister of Romania, in 2015. He led the Foreign Intelligence Service of Romania (SIE), as the director of the agency, from 2012 to 2014.
 
Between 1966 and 1990, he held various diplomatic functions in the Ministry of Foreign Affairs, with the Directorate for Legal Affairs and Treaties. He was appointed undersecretary of state in the MFA, in August 1990.
 
Teodor Meleșcanu is a professor at the doctoral school of the National School of Political Sciences and Public Administration, since 2013. Previously, between 1992 and 2013, he was a professor and doctoral supervisor at the Faculty of Political Science at the University of Bucharest. He wrote a substantial number of works and scientific articles, in international law and diplomacy.
 
Teodor Meleșcanu graduated the Faculty of Law of the University of Bucharest, in 1964 and holds postgraduate degrees in international relations from the University of Bucharest and from the International Institute for High International Studies in Geneva. He holds a Ph.D. in social and political science, specialization in international law, from the University of Geneva, since 1973. He is deputy Chairman of the Association for International Law and International Relations (ADIRI) in Bucharest and a member of the Institute for Political Studies in Bucharest.
